Personally, it is hard to believe Biden is cognisant of what he is doing. He seems afraid of the Israel Lobby and of the Pentagaon Lobby and of the Evangelicals and who knows what else. So he is frozen in his tracks and does nothing, hoping it will be over by the time of the next election.
