It's no secret that there are spies, especially dual nationals, that are operating in Iran on behalf of foreign governments so these people very possibly could be guilty. It's always portrayed in the media that it's just takes hostages. Maybe that's true in some of all cases, but it could also be true that these people are spies, but given they're cover is blown, trading them for something else makes sense
