The US is simply “not agreement capable.” It is really self destructive as we move away from our nuclear weapons controls and begin to experience the effects of catastrophic climate change.
TL DR: opponents don't want an agreement with Iran on any realistic terms.
That said, it's the old game of proposing impossible conditions. JCPOA opponents know that a treaty will never be ratified, so they insist that only a treaty will do.
If a treaty were realistically on offer, opponents would try to sell the JCPOA, or something short of a treaty, then claim that this was less binding.
