I suspect Mead is just peddling this crap to keep his paycheck coming and his neo-con and neo-liberal editors at the WSJ happy.

As for Biden’s failure to protect human rights around the globe, I have to agree. He has kept Trump’s brutal sanctions policies in place even though they are literally crimes against humanity. This is par for the course for Biden, who has a long history of inflicting misery on his fellow citizens with his crime bill leading to mass incarceration, his bankruptcy bill leading to a generation of student debt slaves, his votes for NAFTA and China PNTR that lead to the deindustrialization of the US and loss of millions of jobs, and his authorship of the Patriot Act and his Iraq war vote.

The spectacle of Biden and the US hosting a Democracy Summit is a joke in very poor taste.
