Trump should not waste the opportunity he has now. Even if the hurdle of Senate ratification proves too high for the United States to enter a legally binding nuclear arms treaty—and it may not, given the strong influence Trump exercises over Congress—well-crafted political agreements with China and Russia could still be effective.
It would be a good thing if the U.S. tried to salvage the remnants of arms control, but I think we all know that this is never going to happen under this president. Like Trump’s empty antiwar rhetoric, his nods to arms control mean nothing and lead to nothing. There is no chance that Trump will seize the opportunity that Gottemoeller mentions.
